"We can't just turn away those Ukrainian military personnel arriving in Europe or in the United States for training and send them back to war,” she told VOA.
“Our army and our services will have to start talking and making some tough decisions that will impact all armed forces.”
The Ukrainian Armed Forces retreated from Avdiivka because Congress had failed to approve aid for Ukraine, she said.
The U.S. Senate in a final vote on Feb. 13 approved a $95 billion bill to assist Ukraine, Israel, and Taiwan, with $60 billion allocated for Kyiv.
The bill still must be approved by the House of Representatives. The same day the Senate bill was passed, Republican House Speaker Mike Johnson again criticized the bill. He vowed the next day to not bring the bill to a vote in the House.
