The document, published March 17 on the Ukrainian presidential website, says the strategic partnership between Kyiv and London will focus on eight areas: security, trade, transport, energy, justice, science, culture, and foreign policy. Negotiations were held in each area to discuss cooperation and set priorities for the coming year.
On defense and security, the declaration says the UK will continue long-term defense support in line with existing commitments, guaranteeing at least GBP3 billion annually through 2030-31 and providing additional funds as needed.
The document says the UK will sustain support for Ukraine’s air defense through its leadership of the Ukraine Defense Contact Group and through previous financial contributions under NATO’s PURL (Prioritized Ukraine Requirements List) program.
The declaration also notes the importance of incorporating
Ukrainian combat experience into multilateral efforts. It says the two
countries are prepared to deepen multilateral cooperation within the UK-led
Joint Expeditionary Forces to implement an Expanded Partnership between Ukraine
and the forces, recognizing Ukraine’s unique practical experience in modern
warfare.
Referring to agreements reached in June 2025 on battlefield technology exchanges, the declaration says the UK and Ukraine will continue working together under the LYRA program to scale up production of OCTOPUS interceptor drones and pursue mutually beneficial joint initiatives in defense technology.
Kyiv and London also pledged to streamline processes for
companies to encourage exports and joint capacity building. The declaration
says projects such as Nightfall will ensure battlefield needs in Ukraine
directly inform British innovation and expertise, enabling the UK defense
industry to continue supporting and expanding Ukraine’s capabilities. The UK
will also continue to train Ukrainian troops under Operation INTERFLEX.
