Over 90% of mobilization deferments to be extended automatically – Defense Ministry

"For citizens, this means a clear and transparent process without having to submit repeat applications or make unnecessary requests. At the same time, automation reduces the workload on government institutions," the ministry said.

The Defense Ministry said a deferment will be automatically extended if the grounds for it remain valid and can be confirmed through state registries.

The ministry said deferments are extended until the end of the mobilization period established by a presidential decree, but no longer than the period during which the legal grounds for the deferment remain valid.

Automatic extensions will apply regardless of whether the deferment was initially obtained through the Reserve+ app or a Center for the Provision of Administrative Services (CNAP). The ministry stressed that Reserve+ itself does not extend deferments but only displays current information from the state registry.

Who can have their deferment automatically extended

State registries automatically verify information to extend deferments for 22 categories of people liable for military service:

1. People with disabilities.

2. People temporarily unfit for military service.

3. Parents of three or more children.

4. Parents raising a child under 18 on their own.

5. Parents of a child under 18 with a disability.

6. Parents raising a seriously ill child who has not been officially recognized as having a disability.

7. Parents of an adult child with a Group I or II disability.

8. People caring for a seriously ill family member.

9. Guardians of a person who has been declared legally incapacitated.

10. People whose spouse has a Group I or II disability.

11. People whose spouse has a Group III disability.

12. People whose father, mother or spouse's parent has a Group I or II disability.

13. People caring for a second- or third-degree relative with a disability.

14. Spouses of service members who have a child.

15. University students and postgraduate students.

16. Employees of higher education and vocational education institutions.

17. Teachers at general secondary education institutions.

18. People whose close relatives were killed or went missing during hostilities or martial law.

19. Relatives of Heroes of Ukraine who were posthumously awarded the title for courage during the Revolution of Dignity.

20. People who were deprived of their personal liberty as a result of Russia's armed aggression against Ukraine.

21. Service members released from captivity.

22. People ages 18 to 25 who signed a one-year military service contract.

How automatic extensions of mobilization deferments work

The system automatically checks state registries to determine whether the grounds for a deferment remain valid. If the requirements are met and the registries contain sufficient up-to-date information, the deferment period will be updated.

Reserve+ users will receive a notification, and the updated date will be available in the expanded details of their electronic military registration document.

The document may also show "until the end of mobilization" instead of a specific date, meaning the deferment remains valid until the end of the current mobilization period. If mobilization is extended again and the grounds for the deferment remain valid, the deferment will be updated automatically.

Why a deferment may not be extended automatically

The Defense Ministry said state registries may sometimes lack information needed to confirm the grounds for a deferment. This does not mean that a person has lost the right to a deferment. In most cases, updating information in the relevant state registries is sufficient.

This may apply, in particular, to:

• people whose father or mother has a Group I or II disability;

• people caring for a seriously ill family member;

• parents of three or more children;

• parents of a child under 18 with a disability.

For a deferment to be extended automatically, information in state registries must be current and entered correctly:

• Family information must be correctly entered in the State Register of Civil Status Acts.

• The birth record must include the tax identification number of the parent with a disability.

• Current information about a person's disability must be available in the registries of the Pension Fund of Ukraine or the Unified Information System of the Social Sphere.

• A person's full name, date of birth and tax identification number must be entered correctly.

• Parents of three or more children must have no child support arrears, or the amount owed must not exceed three months of payments.

Family information must be correctly entered in the State Register of Civil Status Acts.

Current information about a person's disability must be available in the registries of the Pension Fund of Ukraine or the Unified Information System of the Social Sphere.

If the deferment is not extended automatically, the required documents must be submitted to any CNAP. Applications for new deferments or extensions are no longer submitted to Territorial Recruitment and Social Support Centers (TCCs).

Which deferments can be obtained online through Reserve+

Automatic extension and applying for a new deferment online are separate services. Currently, 11 categories of citizens can apply for a deferment through Reserve+:

• people with disabilities;

• people temporarily unfit for military service;

• parents of a child under 18 with a disability;

• parents of an adult child with a Group I or II disability;

• people whose spouse has a Group I or II disability;

• people whose father or mother has a Group I or II disability;

• spouses of service members who have a child;

• parents of three or more children;

• parents raising a child under 18 on their own;

• university students and postgraduate students;

• employees of higher education and vocational education institutions.
