Ukraine unveils new diaspora strategy to preserve national identity abroad

Acknowledging the swift assimilation risks for Ukrainians overseas, Kuleba emphasized the urgency of a revised strategy.

"It's crucial we engage with our citizens abroad to keep the Ukrainian spirit alive, even though many may not return post-war," he stated.

"I am not among those who believe that the majority of Ukrainians who left will return. I firmly believe that our priority should be to work with them to ensure they remain Ukrainians."

The minister outlined plans for a holistic policy that includes modernizing consular services and boosting support for Ukrainian communities and programs internationally.

"We're exploring avenues like dual citizenship and more, in what has become a pivotal mission for us," Kuleba noted.

Following President Volodymyr Zelenskyy's directive, the ministry has crafted strategic proposals aimed at reinforcing ties with Ukrainians globally. These initiatives are set for review by government agencies and will be personally presented to Zelenskyy.

"The President has tasked us with this imperative, and we have prepared drafts — doctrinal, conceptual — a program, a strategy," Kuleba said.

"We will discuss it with other government entities because this is a comprehensive task."

Ukrainian refugees abroad

As of late January, the war has pushed nearly 5 million Ukrainians to seek refuge abroad, with substantial numbers in Germany and Poland. A recent study by Vox Ukraine indicates a strong desire among many expatriates to return home, yet reveals a gap in communication from Ukrainian authorities influencing their decision to return.

The research underscores the war's impact on return decisions while pointing out that safety, access to services, housing, and job prospects are also key factors for those considering going back to Ukraine.
