Ukraine, Europe, U.S. negotiating three separate documents—Zelenskyy

Besides the framework ceasefire agreement (originating from the U.S.-backed peace plan), the officials are hammering out a deal on international security guarantees for Ukraine, and an accord on how the country’s post-war reconstruction will be overseen and funded.

The first document is a 20-point framework agreement. Its provisions are regularly updated “to meet the needs of Ukraine, our allies, and partners,” Zelenskyy told reporters aboard his plane on the way from Italy. “It is a living structure that must reflect the interests of Ukraine, Europe, and the world.”  

The second covers security guarantees. Zelenskyy said Ukraine’s military is preparing proposals in coordination with U.S. counterparts. The final text is expected to align with the principles of the Europe-led Coalition of the Willing. “Security guarantees are an important document between us and the United States and between us and the Europeans,” he said.  

The third outlines Ukraine’s reconstruction program, described by Zelenskyy as an economic development project that would launch once the war ends or a ceasefire takes effect.

Zelenskyy added that work on all three initiatives is proceeding in parallel and that European partners are actively involved in each track.
