Ukraine expands categories for war damage claims in reparations register

“Compensation for war damages now covers more categories,” Svyrydenko wrote. “Soon, people will be able to file claims not only for the death or disappearance of loved ones, injuries, or lost property, but also for forced displacement abroad, deportation of children and adults, and the loss of housing, jobs, or businesses.”

According to her, claims for war-related damages, losses, or harm can still be filed through the Diia government services platform.

Cabinet representative to the Verkhovna Rada, Taras Melnychuk, said the government had amended the rules for filing claims to the Register of Damage. The new categories include:

• A1.2 – Forced displacement abroad

• A2.8 – Forced relocation or deportation of children

• A2.9 – Forced relocation or deportation of adults

• A3.3 – Loss of housing or residence

• A3.4 – Loss of paid employment

• A3.5 – Loss of private business

The Register of Damage was first supported internationally on July 17, 2022, when the Dutch government backed Ukraine’s proposal to create such a mechanism.

Justice Minister Denys Maliuska has emphasized that all damages must be carefully documented and assessed to ensure compensation from the aggressor state.

The UN General Assembly also called for the creation of a register in its Nov. 14, 2022 resolution on establishing an international mechanism for reparations resulting from Russia’s unlawful actions against Ukraine.

On May 17, 2023, more than 40 countries signed a political declaration supporting the establishment of the Register of Damage.

Ukrainians can report war-related destruction of housing to the international Register of Damage through the Diia app or web portal.
