Russian prisoners-of-war are held in five specially designated facilities located far away from the frontline, Bohdan Okhrimenko, spokesperson for Ukraine’s Coordination HQ for the Treatment of Prisoners of War, said on Jan. 22.

He made the statement during a trip to New York with former POWs who spoke to UN Security Council members, state news agency Ukrinform reported.

Okhrimenko explained that the locations away from the front lines help minimize potential provocations, in compliance with international humanitarian law.

“There are five such facilities in our country: West-1, West-2, Center-3, West-4, and Center-5,” he said.

“All the camps are situated deep within our country to minimize potential provocations, as required by international humanitarian law.”

Okhrimenko added that Ukraine maintains transparency regarding the detention of Russian prisoners.

“The UN monitoring mission and all special rapporteurs who visit Ukraine have the opportunity to see how Ukraine has organized the detention of enemy prisoners of war,” he stated.

Coordination HQ for the Treatment of Prisoners of War was established in 2022 as an auxiliary body of the Ukrainian Cabinet of Ministers. Its primary goal is the repatriation of Ukrainian citizens—both military personnel and civilians—held captive by Russia, as well as ensuring the proper treatment of Russian POWs in accordance with the norms and principles of international humanitarian law.
