Ukraine needs $15B for recovery in 2026, only 38% secured — Kuleba

Ukraine’s priority recovery needs for 2026 total $15 billion, with only 38% of the required funding secured so far, Deputy Prime Minister Oleksii Kuleba said at a meeting of the Ukraine Platform Steering Committee, Interfax-Ukraine reported on March 26.

The biggest shortages are in the energy, transport and housing sectors. He added that Ukraine’s total recovery needs have already reached $588 billion.

“At the same time, we are not waiting. Ukraine is already financing the operation of hundreds of critical infrastructure facilities, implementing protection measures, building new solutions and preparing for the next heating season,” Kuleba said.

Earlier, it was reported that the governing board of the Ukraine Investment Framework (UIF) approved a new package of eight programs for Ukraine’s recovery worth 1.5 billion euros. Of this amount, 466.5 million euros will be allocated to projects coordinated by the Ministry for Communities and Territories Development.

In March 2026, Minister for Communities and Territories Development Oleksii Kuleba said that more than 3,000 critical infrastructure facilities in Ukraine require protection.
