"Putin has humiliated Mongolia and cynically used it as a bargaining chip in his geopolitical game."
He reminded Mongolian officials that adhering to international law is crucial for a state's standing in the global community.
"Offering security guarantees to criminals undermines the global legal system and democratic values," Kostin said. "By refusing to arrest Putin, Mongolia is jeopardizing its international credibility."
Kostin added that international law exists to prevent the kind of bloodshed Ukrainians are enduring.
He assured that Ukraine will keep working with international partners to hold war criminals accountable and seek justice for victims of Russian aggression.
