Ukraine could miss $29.5 billion unless commitments are met, PM says

Ukraine could fall $29.5 billion short of the international financing included in this year’s state budget unless it fulfills a series of commitments to Western partners, Prime Minister Serhiy Koretskyi told journalists, including an NV correspondent.

Koretskyi said the Cabinet is working as quickly as possible to complete all government-level commitments by Oct. 15 and guarantees that the necessary decisions under its authority will be made, securing part of the required financing.

The remainder depends on legislation that must be passed by the Verkhovna Rada, he said.

“Everything has to be adopted — both government resolutions and laws. Then we will receive all the money. This is critically important. It needs to be done as quickly as possible,” Koretskyi said.

Ukraine’s partners have their own procedures for approving and disbursing funds, which also take time, the prime minister said.

“Ukraine has very little time right now,” he added. “We are working with the Verkhovna Rada to also make Oct. 12 a plenary day so that lawmakers can vote on the bills necessary to receive these funds.”

Koretskyi said state budget expenditures are tied to specific deadlines, with salaries and other obligations requiring regular payments and corresponding revenue to arrive on time.

“We have given lawmakers specific deadlines. For every required decision, there is a date by which the law must be passed and signed so that we have enough time to receive the necessary funds,” he said.
