The decree, No. 96/2026, dated Feb. 2 and effective immediately upon publication, approves the new structure of Ukraine’s defense plan, classified as “for official use only.”
It declares the previous decree from March 3, 2020 (No. 61/2020) no longer in force. The Cabinet of Ministers, with involvement from Ukraine’s SBU Security Service, the Foreign Intelligence Service and the National Bank of Ukraine, is tasked with developing the full defense plan based on the approved structure and submitting it to the National Security and Defense Council for review.
In November 2025, Zelenskyy stated the need to update Ukraine’s defense plan following a report from then-Defense Minister Denys Shmyhal.
On Oct. 16, 2025, Zelenskyy presented his Victory Plan to parliament, outlining five public points — geopolitical, two military, economic and post-war security — plus three classified annexes.
