Ukraine’s ‘irreversible path’ towards membership and a warning to China — NATO communique draft

The document also contains a pledge to provide Ukraine with EUR 40 billion ($43 billion) in military aid in 2025.

The draft also uses stronger language concerning China. It describes Beijing as a "decisive factor" enabling Russia's armed aggression against Ukraine and highlights the systemic challenges China poses to Euro-Atlantic security.

During a press conference, NATO Secretary General Jens Stoltenberg stated that he expects the summit to adopt a "substantial package of measures." This package will include a new NATO command to provide long-term security assistance and troop training to Ukraine.

Crucially, the document says the Allies pledge to support Ukraine “on its irreversible path to full Euro-Atlantic integration, including NATO membership.” This marks the firmest commitment to date the Alliance is willing to make in terms of Kyiv eventually joining its ranks. Historically, the United States and Germany have been reluctant to endorse this course.

The draft communiqué urges China to cease all material and political support for Russia's military industry. It expresses NATO's concerns over China's growing space capabilities, mentions the rapid expansion of its nuclear arsenal, and calls on Beijing to engage in discussions to manage strategic risks.
