Rada forms seven subgroups to draft election rules during wartime — Korniyenko

Each subgroup will focus on a specific area:
- election administration and infrastructure;
- developing security criteria for organizing and conducting
elections;
- safeguarding voting rights for military personnel;
- internally displaced persons, temporarily occupied and
frontline territories;
- participation of Ukrainians living abroad;
- information policy, election security, and campaign
procedures;
- implementation of Ukraine’s international election-related
obligations.
On Dec. 23, 2025, President Volodymyr Zelenskyy said a
referendum on a potential 20-point peace deal to end the war could be held
simultaneously with national elections.
On Dec. 18, Zelenskyy also said he was prepared to hold a
presidential election in response to a U.S. request.
Rada Chairman Ruslan Stefanchuk approved the formation of
the working group on Dec. 23, naming Korniyenko as its head. Soon after,
lawmaker Davyd Arakhamia announced that the Central Election Commission had
resumed operations of the State Voter Register — a move that could signal the
start of election preparations.
The group held its first meeting on Dec. 26 and began work
on legislation that would regulate the conduct of elections during wartime.
On Jan. 7, Zelenskyy said Ukraine could begin drafting amendments to its election and referendum laws in February — depending on talks with the United States and the outcome of negotiations over the 20-point plan.
