The document states that in 2022, Luxembourg allocated €74.4 million in military aid to Ukraine, and €96 million in 2023. At the time of signing the agreement, €80 million had been allocated for military support to Ukraine in 2024. The agreement stipulates that the country will continue to provide military assistance at the same rate for the duration of the agreement, subject to parliamentary approval.
Luxembourg is a member of the Air Force and ground-to-ground artillery coalitions, and together with Estonia and Ukraine is the leader of the IT coalition.
The country promises Ukraine funds for intelligence and surveillance, including in space sector, continued education and training of instructors for the Ukrainian Armed Forces, and assistance with cyber training.
Ukraine and Luxembourg agreed to increase Ukraine's defense capabilities and integrate Ukraine's defense industry into EU and NATO security and defense standards.
Luxembourg will also continue to support Ukraine's recovery and involve private companies in the recovery, support the Ukrainian innovation sector and cooperation between universities and research institutes.
"In case of a future armed attack on Ukraine, the Participants will, at the request of any of the Participants, consult within 24 hours bilaterally or through other channels as they deem appropriate on the needs of Ukraine in the exercise of its right to self-defense as enshrined in Article 51 of the UN Charter, with a view to determining appropriate further steps," the document reads.
The agreement also contains clauses on the reform process in Ukraine, support for Ukrainian culture, sanctions against Russia, compensation for damages resulting from Russian aggression, prosecution of perpetrators of war and other international crimes, support for a just peace in Ukraine, protection of internally displaced persons from Ukraine, long-term support, etc.
