The loan is intended to cover Kyiv’s military and economic needs over the next two years. The funds will be raised by the EU on capital markets and guaranteed under the 27-nation bloc’s seven-year budget framework.
Zelenskyy thanked EU leaders for their unity and support.
“This is significant support that truly strengthens our resilience. It is important that Russian assets remain frozen and that Ukraine has received a financial security guarantee for the coming years,” he wrote, adding that Ukraine and Europe are “together protecting the future of the continent.”
This follows an earlier announcement by European Council President António Costa that EU leaders had agreed to provide Ukraine with an interest-free loan to cover its military and economic needs for 2026-27 instead of immediately using frozen Russian assets.
