During a press briefing on July 13, he emphasized that countries cannot join NATO while they are at war, but Ukraine will ultimately join the Alliance.
“First of all, no one can join NATO while a war is going on…, because that guarantees we’re in a war,” the president said.
“It’s not about whether they should or should not join, it’s about when they can join. And they will join NATO.”
Biden also added that there are no chances for Russian dictator Vladimir Putin to win the war he unleashed against Ukraine.
“Putin has already lost the war; Putin has a real problem – how does he move from here, what does he do (now),” he said in response to a question as to if the war in Ukraine could drag on for years to come.
“There is no possibility of him winning the war in Ukraine. I don't think the war can go on for years, for two reasons. Number one, I don’t think that Russia could maintain the war forever, in terms of their resources and capacity. Number two, I think there will be a circumstance when, eventually, Putin is going to decided it’s not in the interests of Russia – economically, politically, or otherwise – to continue this war.”
Biden concluded by saying that he expects Ukraine to make some headway in pushing Russian troops back, which will then make negotiations with Moscow possible.
