This aid comes as Western stances evolve regarding Ukraine’s defensive strategies against Russia.
"International law allows strikes on aggressor countries' territory for defensive purposes," Baiba Braže said.
"While Ukraine receives weapons from Western partners with a public warning to avoid strikes beyond its borders, such a stance is shifting."
"Some countries have already provided weapons to Ukraine without imposing restrictions," she said.
"In these instances, the lifting of restrictions is not publicly disclosed."
NATO Secretary General, Jens Stoltenberg, said on April 10 that Ukraine's strikes on military targets within Russia, the aggressor country, are considered legitimate.
