President Volodymyr Zelenskyy presented a ten-point Resilience Plan to the Ukrainian Parliament on Nov. 19, while rebutting rumors that his administration is planning to hold elections in 2025.
"The Constitution and the laws do not allow elections during wartime. No one in the world demands it," he said.
"Ukraine needs a just peace first, and then Ukrainians will hold fair elections!"
The plan includes the following points:
- Unity. Zelenskyy stressed the importance of unity both inside and outside the country and called for continued support from international partners.
- Frontline. Changing management approaches in the army. There will be no reduction in the mobilization age, he said. In addition, the Defense Ministry and military command will be instructed to introduce a new system of contracts for citizens under the age of mobilization. A military ombudsman will be appointed.
- Arms. Increase arms production in Ukraine and cooperation with partners, which includes the creation of a technology center for the military. According to the president, next year Ukraine will produce at least 30,000 long-range drones. In addition, 3,000 cruise missiles and drone missiles will also be produced.
- Energy. Ensuring energy stability, nuclear power generation, rational energy consumption, and post-war adjustment to free market rules in the energy sector. Energy sustainability passports for all oblasts will be prepared by the end of the year, the president said. This item includes a classified annex.
- Money. This involves reducing military risks to the money supply, deregulation, reducing the share of redistribution in GDP, and reducing the oversight role of law enforcement in industry.
- Security. Improving bomb shelter standards. Installing metal detectors at all school and government building entrances. Strengthening the state border.
- Communities. Special tax rates for frontline areas.
- Human capital. According to Zelenskyy, this includes the creation of a national accessibility standard, as well as creating legal norms for multiple citizenship and a new Ministry of Unification of Ukraine.
- Culture. Encouraging the creation of Ukrainian studies departments in foreign universities.
- War remembrance policy. Honoring the memory of its participants, and their integration into society.
Zelenskyy sees the plan as a doctrine that will lead Ukraine from war to peace, with fair elections to be held after a just peace is achieved, he stated.
