Ukrainians can now report illegal online casinos to regulators

Ukraine’s gambling regulator PlayCity has launched an online registry to track illegal gambling websites and accept public complaints, Digital Transformation Ministry announced on Aug. 22.

Users can now verify the legality of online casinos and file grievances through the new system.

The portal also lets users complain about internet service providers that fail to block proscribed sites and download a database of illicit casino domains.

As of now, the database lists 1,540 domain names, with recent additions made following PlayCity’s latest rulings. The system can detect clone sites and related domains, preventing operators from evading restrictions.

Previously, the Association of Ukrainian Gambling Business Operators, warned that illegal market activity could cost legal operators at least UAH15 billion (about $363 million) in lost revenue by the end of 2025.

Since February 2025, the Digital Transformation Ministry has set and coordinated Ukraine’s gambling policy, through its PlayCity regulatory body.
