“The DoD provided Ukraine with armored vehicles and air defense systems without a plan to ensure their long-term usefulness,” Storch said in his report.
“While the DoD is currently working on developing such a plan, the lack of foresight in this matter is concerning, and should be rectified promptly.”
Storch noted that while the Pentagon conducted basic training courses on the operation and maintenance of the Patriot systems, it did not prepare “advanced training to address maintenance tasks, a process to anticipate sustainment needs, a supply system for providing replacement parts, or facilities necessary to perform sustainment activities.”
Journalists highlighted that even with delays in approving a new aid package for Ukraine, it has become even more pressing to provide technical support for U.S. military equipment previously delivered to Ukraine.
The official added that without proper technical support, "Ukrainians would not be capable of maintaining these weapon systems in their ongoing fight against Russia’s full-scale invasion."
