According to Vance, an "incredible amount of progress has been made," which allegedly opens up opportunities for a "real peaceful settlement."
"We've obviously got this energy infrastructure ceasefire. We've got a Black Sea commercial ceasefire that I think is almost done," said the official.
Vance also noted that after the ceasefire at sea, discussions will begin on "further steps" to end hostilities.
On March 27, Ukraine’s General Staff reported Russian Shahed drone strikes targeting oil and gas facilities in Poltava.
Kremlin spokesperson Dmitry Peskov threatened to abandon the energy ceasefire, falsely accusing Ukraine of violations.
Ukraine’s Foreign Ministry stated the energy strike moratorium began on March 25, dismissing Russia’s claim of an earlier start on March 18 as fiction.
On March 28, the General Staff denied Russian fakes about alleged Ukrainian strikes on energy facilities in Russia or on the temporarily occupied territories of Ukraine, stressing that the Defense Forces attack only military targets.
On the same day, Russian troops carried out a massive drone attack on the city of Dnipro, killing four people and injuring 21.
