Cabinet reshuffle in Ukraine

Parliament Speaker Ruslan Stefanchuk announced on June 29 that Parliament would soon consider personnel changes in the Cabinet of Ministers of Ukraine.

On July 1, Zheleznyak mentioned that Parliament postponed plenary sessions for a week, likely due to upcoming government personnel changes.

Ukrayinska Pravda reported on July 3 that President Volodymyr Zelenskyy was allegedly "tired" of Prime Minister Denys Shmyhal and was considering replacing him. According to the report, First Deputy Prime Minister and Economy Minister Yulia Svyrydenko and Naftogaz CEO Oleksiy Chernyshev were potential candidates for the prime minister position.

On July 4, Zheleznyak said he first heard about Shmyhal’s possible dismissal from colleagues involved in the decision-making process, which he noted is not centered in the Ukrainian parliament.

Zheleznyak also remarked that while he did not believe a full Cabinet change, including Shmyhal’s dismissal, was imminent, he acknowledged that “it wouldn’t be the first time government colleagues have done something illogical.”

During a July 15 press conference, President Zelenskyy did not directly address whether Shmyhal would be removed from his position.

“There are certain changes being discussed with some ministers,” Zelenskyy said. “Shmyhal is one of the most important people in our government; he is the Prime Minister, so of course, I am discussing some things with him.”
