The annex to the decree says some of the sanctions will
remain in place for three years, while others are indefinite.
The restrictions include asset freezes, limits on trade
operations, measures to prevent capital from leaving Ukraine, suspension of
economic and financial obligations, and the termination or suspension of
licenses and other permits.
The accompanying document lists Zukerman and Mindich as
citizens of the State of Israel.
The decree imposing the personal sanctions took effect on
the day it was published.
On Nov. 12, Prime Minister Yuliia Svyrydenko said the
government had approved a submission to the National Security and Defense
Council seeking sanctions against the main figures in the Midas case —
businessmen Mindich and Zukerman.
Mindich has been described as the organizer of a large‑scale
kickback scheme at state nuclear operator Energoatom, known as Operation Midas.
On Nov. 10, the National Anti‑Corruption Bureau conducted searches at his
properties. A few hours earlier, the businessman had left Ukraine. He is widely
portrayed as someone within the president’s close circle.
Media reports have also identified Oleksandr Zukerman as a
figure in the case, saying he coordinated the actions of certain members of the
criminal organization. His trusted associate, according to Transparency
International Ukraine, was Ihor Fursenko, who was ordered into pretrial
detention with bail set at 95 million hryvnias. Zukerman is also outside
Ukraine.
Other suspects include former energy minister and current
justice minister Herman Halushchenko, Deputy Prime Minister Oleksii Chernyshov,
Energoatom senior executives and several others.
