According to the Élysée Palace, Zelenskyy will first hold a bilateral meeting with French President Emmanuel Macron and attend a working dinner.
The summit itself is scheduled for Thursday, Sept. 4, at 8:30 a.m. GMT in Paris. Attending in person will be Zelenskyy, European Commission President Ursula von der Leyen, European Council President António Costa, Finnish President Alexander Stubb, Danish PM Mette Frederiksen, and Polish PM Donald Tusk. Other European leaders will join by video link.
The participants will discuss security guarantees for Ukraine following their talks with U.S. President Donald Trump at the White House on Aug. 18. They also plan to consider further measures against Russia, given that Moscow continues to reject good-faith peace negotiations.
Macron and UK PM Keir Starmer will cochair the meeting.
U.S. Special Envoy Keith Kellogg has also landed in Paris on Sept. 3, expected to participate in the summit in some capacity.
