He made the announcement during his evening address on Jan. 28.
The president stated that government officials are assessing which programs currently face deficits. Zelenskyy noted that almost all programs were operated not through the central Ukrainian government but directly via local communities and various organizations.
"There are many projects; we will determine which ones are critical and need decisions right now," said the president.
He added that part of the funding could be covered by state resources, while discussions with European and American partners would address financing the remainder. Zelenskyy added that these programs involve several sectors, including communications, digitalization, veteran support, schools, hospitals, and reconstruction.
“Of course, the details of the programs were not a state affair, but the officials will present everything to me,” Zelenskyy said.
“We will certainly support what is prioritized, what concerns Ukrainian children foremost, our veterans, and the protection of our infrastructure.”
On Jan. 20, U.S. President Donald Trump signed an executive order to halt international aid for 90 days "to assess its alignment with national interests and U.S. foreign policy goals."
