Ukraine won’t strike Russia if Moscow halts attacks — Volodymyr Zelenskyy

"If the Russians don't hit our facilities, we definitely won't," Zelenskyy said at a press conference at the presidential palace in Helsinki.

He stressed that the United States should oversee the ceasefire and said Ukraine has already prepared a list of key sites.

"We have a list — civilian facilities, energy sites, infrastructure. We will prepare it and share it with our partners," he said.

Earlier, Zelenskyy noted that after speaking with Donald Trump, Vladimir Putin claimed to have ordered a halt to strikes on Ukraine’s energy infrastructure.

However, drone attacks, including on energy sites, continued overnight, contradicting Putin’s statement, he said.

Trump's conversation with Putin

U.S. President Donald Trump spoke with Vladimir Putin on March 18 in what became the longest phone call between U.S. and Russian leaders, lasting about two and a half hours.

According to statements from the White House and Kremlin:

Putin rejected a 30-day full ceasefire and demanded an end to U.S. military aid and intelligence sharing with Ukraine.

He reportedly agreed to halt attacks on "energy infrastructure," while the U.S. framed it as a moratorium on attacks on "energy and infrastructure."

The U.S. and Russia will begin talks on a Black Sea ceasefire.

Bilateral talks on a peace agreement will continue, with expert groups formed for this purpose.

Trump and Putin also discussed the Middle East and arms control, agreeing that "Iran must never be able to destroy Israel." U.S. and Russian officials will meet in Jeddah on March 23 to follow up on the agreements, Trump’s special envoy for the Middle East, Steve Witkoff, said.
