President Volodymyr Zelenskyy submitted a bill to the Ukrainian parliament that would amend existing laws to allow for the Ukrainian government to recognize foreign nationals as Ukrainian citizens, according to a Jan. 22 message on the parliament’s website.

The bill is marked as urgent, although its full text is not yet publicly available.

During his Unity Day address earlier on Jan. 22, Zelenskyy announced the bill, saying it will allow ethnic Ukrainians and their descendants from various countries around the world, as well as foreign volunteers who have defended Ukraine, to acquire Ukrainian citizenship.

On Sept. 22, 2023, Zelenskyy, while meeting with the Ukrainian diaspora in the United States, assured that Kyiv would implement dual citizenship.

Ukraine's Foreign Minister Dmytro Kuleba has expressed support for the idea of multiple citizenship in Ukraine.
