Ukraine builds new security system after Budapest Memorandum failure — Zelenskyy

“The Budapest Memorandum, meant to guarantee Ukraine’s security in exchange for giving up nuclear weapons, has failed. It has shown that international promises can become empty words,” President Volodymyr Zelenskyy said.

Zelensky said that as a result, Ukraine and its partners are now working to create a new security architecture.

“That is why today, together with the United Kingdom, France and more than 30 countries in our coalition of the willing, we are building a new security architecture. We count on reliable support from the United States. Real security guarantees must become a line Russia cannot cross again,” he said.

Earlier, Zelenskyy said U.S. President Donald Trump had confirmed U.S. willingness to provide security guarantees to Ukraine after the war ends.

On Sept. 4 in Paris, a meeting of the “coalition of the willing” attended by Zelenskyy discussed possible future security guarantees for Ukraine aimed at ensuring a just and lasting peace.

Twenty-six states in the coalition have formally agreed to form support forces to be deployed in Ukraine immediately after hostilities end — whether in the form of a cease-fire or a peace agreement.

According to The Wall Street Journal, European military planners’ deployment plan for forces in Ukraine calls for the creation of two separate land groupings.
