Kyiv expands import tariffs to protect domestic industry
Ukraine's Interdepartmental Commission on International Trade extended the anti-dumping duties on anti-corrosion coated metal products from China and Russia, cement from Moldova, Russia, and Belarus for five years, Economy Ministry wrote on May 22.
Imports from the aggressor state Russia remain banned under Cabinet Resolution No. 426 dated April 9, 2022.
Additionally, based on requests from Ukrainian businesses, the commission decided to:
— Launch an anti-dumping investigation into imports of cable and wire products from Azerbaijan, Uzbekistan, and Turkeye, to determine whether these goods are being sold in Ukraine at unfairly low prices, therefore harming domestic producers
— Review existing safeguard measures that are about to expire — including those on imports of seamless steel pipes and non-electrically insulated ferrous metal products (excluding stainless steel and aviation products) from China.
In May 2019, Ukraine’s trade commission imposed five-year anti-dumping duties on imports of cement clinker and Portland cement from Russia (at a rate of 114.95%), Belarus (57.03%), and Moldova (94.46%).
In June 2019, Ukraine also imposed five-year duties on imports of certain types of anti-corrosion coated metal products from Russia (47.57%) and China (22.78%).
In April, Ukraine launched new anti-dumping investigations over suspected circumvention of duties on imports of certain Chinese metal products falsely declared as originating from Malaysia.
Ukraine has also introduced final anti-dumping duties on imports of heating radiators from Turkeye and China, effective for five years. The duty rate depends on the specific exporter.
Radiator exporters from Turkeye face a 37.35% duty, while Chinese exporters face rates ranging from 23.3% to 42%, depending on the company.
