The pace of construction works to fortify 110 kV electrical substations and other critical infrastructure facilities across Kyiv Oblast has surged more than threefold over the past two weeks, Infrastructure Ministry announced on Oct. 23.

Deputy Minister for Communities, Territories, and Infrastructure Development Ruslan Oliynyk inspected the construction progress of physical protective structures and held operational consultations with contractors and technical utility services in his supervisory working visit across Kyiv Oblast.

To expedite construction milestones across high-priority sites, authorities brought in additional contracting firms and construction brigades.

"Kyiv Oblast is the capital one, making the defense of its critical infrastructure of paramount importance," Oliynyk stated.

"I continue to personally oversee the execution of works to complete measures reinforcing facility defenses within established deadlines, ensuring their winter operational readiness amid wartime conditions."

Compliance with construction schedules is monitored directly by a specialized working group in coordination with the Head of the Kyiv Regional Military Administration, Tymur Tkachenko.

Responsible utility and engineering bodies submit regular site assessments, allowing working groups to quickly address supply bottlenecks and complete pre-winter infrastructure hardening under martial law.

Winter Readiness Deficits and Capital Power Vulnerabilities

On June 11, 2024, during the Ukraine Recovery Conference in Berlin, President Volodymyr Zelenskyy pledged that Ukraine, supported by international partners, intended to build up to 1 GW of flexible gas-fired peaking generation in 2024, alongside an additional 4 GW over subsequent years. However, on Sept. 14, 2026, it was revealed that Ukraine had suspended new generation projects totaling 1.5 GW in projected capacity due to bureaucratic and financing logjams.

On Aug. 5, the National Security and Defense Council (NSDC) reviewed comprehensive regional resilience blueprints, officially approving Kyiv's municipal emergency resilience plan. Despite this, NV Business reported that the capital risked entering the heating season less than 50% prepared, with experts warning on Aug. 11 that municipal defenses were not even one-third ready, forcing city hall to formally admit in August that winter preparations stood at only 50%.

In September, NV revealed that backup district heating installations for Kyiv's left bank will experience major commissioning delays. Former State Agency for Restoration head Serhii Sukhomlyn explained that the capital's left bank faces exceptional vulnerabilities due to structural pipeline dependencies and slower deployment of autonomous cogeneration assets.

The urgency behind substation fortification was underscored on Oct. 8, 2026, when Russian strikes against Kyiv's energy infrastructure triggered emergency blackouts. Sudden electrical voltage collapse knocked municipal pumping stations offline, causing severe water pressure drops across Right Bank residential districts — including Holosiivskyi, Sviatoshynskyi, Solomyanskyi, and Shevchenkivskyi districts — and prompting authorities to issue warnings of temporary citywide tap water shutoffs.

The military war may be swinging in our favor, but the information war continues.

Just as an army needs soldiers, so does a free society need its journalists to ensure that people have access to honest, trustworthy voices to understand the world around them.

For the past five years, The New Voice of Ukraine has been working tirelessly to push back against Russian narratives and defend democracy. But we cannot do it alone.
