Ukraine will not mirror EU AI rules — Digital Transformation Minister
It will be difficult for Ukraine to regulate the use of artificial intelligence in the same way the EU does, Digital Transformation Mykhailo Fedorov said at NV Great Digital Transformation: Dialogues about the Future event on June 18.
He made this statement when asked how the state plans to regulate AI without stifling the sector.
"Ukraine now lacks a developed AI market like the EU that requires strict regulation," Fedorov explained.
However, he acknowledged that businesses using AI and data still need some regulatory framework to operate legally.
“We’re now working on an AI strategy that will address these questions in more detail," he said.
"We definitely won’t adopt European acts word for word. Yes, we’re doing everything for EU integration, and we still have time to adopt those acts. But we’ll take into account competition, freedom, and avoiding overregulation — so we’re not rushing here.”
He highlighted several features of the AI landscape in Ukraine. On the one hand, the country doesn’t have its own large-scale AI models — in fact, only one company, Mistral AI, exists across all of Europe — and no Ukrainian counterpart is expected soon. Ukraine also does not possess cloud infrastructure on the level of Amazon or Microsoft.
However, according to Fedorov, Ukraine’s strength lies in data.
“We have unique battlefield data that is being accumulated — this is something we can offer the world,” he said.
Fedorov also noted that Ukraine, as a young democracy and flexible state, can respond and adapt more quickly to global changes.
As a successful example of state AI use, he mentioned that now about 80% of all legal documents in the Ministry of Digital Transformation are processed by AI, saving thousands of lawyer work hours per year.
