Any peace plans for ending the full-scale Russian invasion of Ukraine must be based on the principle of territorial integrity, Ukrainian Foreign Minister Dmytro Kuleba said following a meeting with Wang Yi, China’s Director of the Office of the Central Foreign Affairs Commission, the minister revealed in a tweet on Feb. 18.

The two met on the sidelines of the Munich Security Conference, where the two discussed a Chinese-led peace initiative "to seek political settlement of the crisis (in Ukraine)", that will be made public by the end of February.

"I appreciate the opportunity to exchange views with State Councilor Wang Yi,” Kuleba wrote.

“We agree that the fundamental UN Charter principle of territorial integrity is sacred for both of our states.”

China has refrained from criticizing Russia over its full-scale war against Ukraine. However, at the G20 2022 summit in Indonesia, Chinese dictator Xi Jinping indicated that his country was not pleased with Russia’s frequent use of nuclear threats, saying that the international community should "jointly oppose the use of, or threats to use, nuclear weapons.”

“We cannot afford any further escalation,” China's representative said at a press conference during the G20 summit.

China regularly claims that the war "should be brought to an end", though it makes no note of Russian withdrawal from Ukraine, reparations, or war crimes prosecution. Chinese media continues to parrot Russian propaganda media in their coverage of the war.

Meanwhile, media investigations have shown that China neutrality on this issue is deceptive — U.S. television news network NBC News has reported that the White House believes that China continues to covertly supply Russia with non-lethal military goods, including uniform and body armors. Lethal aid has, so far, not been provided.
