Drones struck the Lukoil-Permnefteorgsintez oil refinery in Perm, igniting a massive blaze and damaging key processing units, Exilenova+ monitoring channel reported on Sept. 25.
Unmanned aerial vehicles struck an oil refinery in the Russian city of Perm on the morning of Friday, Sept. 25, igniting a massive fire across the industrial processing complex, open-source monitoring group Exilenova+ reported.
According to monitoring reports, the drone strike damaged the facility's AVT-5 atmospheric-vacuum crude distillation unit, a critical component of the refinery's primary processing chain. Local administrative authorities have not yet issued official statements detailing the full scale of structural damage or potential casualties.
LLC Lukoil-Permnefteorgsintez is one of the largest oil refineries in Russia. Located in the city of Perm in the Urals, the Lukoil-owned enterprise possesses an annual refining capacity exceeding 13 million metric tons of crude oil.

Local authorities and monitoring channels earlier recorded drone activity and strike alerts targeting Perm.
On Aug. 21, 2026, an earlier drone strike on Lukoil-Permnefteorgsintez refinery reportedly damaged its primary atmospheric-vacuum distillation unit, disrupting refining throughput.
On Sept. 2, 2026, a major fire erupted in Perm at the Proton-PM defense manufacturing facility, a enterprise that produces liquid-propellant rocket engines for Russian aerospace and defense programs.
