Kallas demands EU-wide plan before any new contact with Moscow

EU High Representative Kaja Kallas urged member states to coordinate any potential dialogue with Russian dictator Vladimir Putin at the European level, DW reported on Feb. 10.
Her statement comes amid growing debate over restoring direct contact with the Kremlin.
"Let’s first discuss what we want to talk about with the Russians before speculating on who will be doing the talking," Kallas said.
"Proposals outlining the necessary conditions for a long-term and sustainable peace will be developed in the coming days and later sent to EU member states for review," she added.
On Feb. 3, French President Emmanuel Macron said that preparations for resuming dialogue between Europe and Russia are underway at a "technical level," despite Russia showing no real readiness for peace negotiations.

The UK political scientist Mark Galeotti noted that the French president's statement suggests Europe is beginning to realize that ignoring the dictator simply does not work.
Galeotti observed that while Macron has repeatedly attempted to establish a dialogue with Russia — and became a fiercer critic when those efforts failed — he still reached out to Putin in July 2025 regarding the Iranian nuclear program.
On Dec. 21, 2025, Kremlin spokesperson Dmitry Peskov said the Russian dictator is ready for talks with Macron "if there is mutual political will."
