Owners of houses destroyed or damaged to the point of uninhabitability as a result of Russian aggression are entitled to receive IDP (internally displaced person) payments, the Ukrainian Reintegration Ministry reported on Jan. 22.

According to a resolution of the Ukrainian Cabinet of Ministers, assistance may be granted on the basis of the technical condition of the house or apartment, confirmed by the relevant act of inspection.

Payments to IDPs provided by the Government include a monthly state housing allowance of $80 (UAH 3,000) for persons with disabilities and children, and $55 (UAH 2,000) for other IDPs.

Payments may be extended for an additional six months if a person has returned to their previous place of residence from which they moved and refused assistance, but subsequently had their housing destroyed or damaged.

According to the Social Policy Ministry’s clarification, this assistance can be paid paid if there is information about the damaged/destroyed housing in the State Register of Property Damaged and Destroyed as a result of hostilities, terrorist acts, sabotage caused by the military aggression of the Russian Federation against Ukraine.

Alternately, documentary evidence from local governments of damage/destruction of residential premises as a result of the armed aggression of the Russian Federation may suffice.

Housing classified as damage categories 2 and 3 are considered uninhabitable, according to the clarification.
