Romania joins PURL, allocates $50M+ to Ukraine’s defense

Romania has decided to join the US- and NATO-backed Prioritized Ukraine Requirements List (PURL) initiative and will contribute $50M+ to Ukraine’s defense, the country's FM Oana Țoiu wrote on X on Dec. 31.
“Romania’s contribution to PURL will help achieve a lasting peace in Ukraine by strengthening its capabilities," she wrote.
"Romania’s participation in the U.S.-led PURL mechanism directly contributes to regional security and fully aligns with Romania’s commitments within NATO and its strategic partnership with the United States.”
She highlighted that, thanks to the efforts of U.S. President Donald Trump, European leaders, and Ukrainian President Volodymyr Zelenskyy, recent talks in the United States have given new momentum to achieving a just and lasting peace.
“Romania supports European and allied diplomatic dialogue, as well as joint efforts aimed at establishing meaningful security guarantees for both Ukraine and the region,” she added.
On Dec. 3, Norwegian Foreign Minister Espen Barth Eide said his country’s government had decided to allocate an additional $500 million to the PURL program, which is designed to finance U.S. weapons for Ukraine’s Armed Forces.
Prioritized Ukraine Requirements List (PURL) initiative was launched in the summer of 2025 as a mechanism to rapidly supply Ukraine with U.S.-made weapons and technologies through voluntary contributions from NATO member states and partner countries.
