Russian forces hit all three of Kyiv's heat and power plants in a massive ballistic barrage, National Security and Defense Council (NSDC) Secretary Ihor Klymenko said on Oct. 14.
The strikes caused civilian casualties, with dead and wounded reported across multiple impact zones. Critical facilities and high-voltage transmission equipment in both the electrical and oil and gas sectors sustained heavy structural damage. Emergency dispatch crews, firefighters, and utility repair specialists are operating under emergency protocols to contain the destruction.
"The scale of this attack leaves zero room for ambiguity: Russia has not merely continued, but dramatically intensified strikes against infrastructure upon which basic human life support depends. This is Russia’s factual response to the U.S. president's initiative regarding an energy ceasefire," Klymenko emphasized.
Prime Minister Serhii Koretskyi confirmed that Russian forces concentrated high-velocity ballistic missiles against energy facilities in Kyiv, Kharkiv, and Kharkiv Oblast.
In the capital, all three operational municipal CHPs were struck, while in Kyiv Oblast, Russian strikes disabled key transmission nodes responsible for supplying electricity to Kyiv and Ukraine's central oblasts, Koretskyi stated.
President Volodymyr Zelenskyy reported that Russian forces struck 26 separate facilities across the national electric power system and four critical sites within the oil and gas complex during the overnight barrage, cutting power to more than 600k citizens nationwide.
Capital Grid Disruptions and Emergency Measures
Kyiv Mayor Vitali Klitschko reported that powerful detonations echoed across the capital overnight as ballistic strikes hit the power grid. Grid operator DTEK enacted emergency blackouts across five municipal sectors: Darnytskyi, Dniprovskyi, Pecherskyi, Solomyanskyi, and parts of Holosiivskyi district, fully suspending regular scheduled power cutoff timetables.
Municipal authorities confirmed localized water supply disruptions and acute pressure drops in the central Pechersk district following the disabling of electrical substations feeding pumping stations.
The strikes follow an earlier ballistic and drone wave on Oct. 13 and overnight into Oct. 14 that damaged a residential high-rise in the Desnianskyi district and non-residential sites in Holosiivskyi, leaving at least three people dead and 21 injured — including a child — amid growing scrutiny over the absence of early radar warnings from partner reconnaissance networks.
The military war may be swinging in our favor, but the information war continues.
Just as an army needs soldiers, so does a free society need its journalists to ensure that people have access to honest, trustworthy voices to understand the world around them.
For the past five years, The New Voice of Ukraine has been working tirelessly to push back against Russian narratives and defend democracy. But we cannot do it alone.
