Ukraine secures new pledges for PURL weapons program

Ukraine secured new partner commitments and unlocked an additional funding source for the PURL program, which supports the purchase of U.S. weapons for Kyiv, Foreign Minister Andrii Sybiha told Ukrinform during a NATO foreign ministers’ meeting in Helsingborg, Sweden.
One of the Ukrainian delegation’s main tasks, set by President Volodymyr Zelenskyy, was to strengthen and expand the PURL program, Sybiha said.
“This is a critically important initiative for purchasing American weapons that covers the lion’s share of Ukraine’s needs in defending against Russian ballistic strikes. As a result of the talks, we have new contribution commitments,” Sybiha said.
He added that the specific countries and amounts are not yet being disclosed and will be announced later.
Ukraine also managed to unlock another financing mechanism that will help further cover its needs under PURL, Sybiha said. Given the scale of Russian attacks, work to fill the program continues, and Ukraine keeps urging allies to increase support, he added.
The Prioritized Ukraine Requirements List, or PURL, initiative was created in the summer of 2025 as a mechanism to quickly supply Ukraine with U.S. weapons and technologies through voluntary contributions from NATO members and partners.
Only six or seven allies are doing the bulk of the work under the PURL program for supplying U.S. weapons to Ukraine, NATO Secretary General Mark Rutte said on May 22.
Ukraine is now receiving “more support than ever before” under the PURL program, U.S. Secretary of State Marco Rubio said the same day.
