Ukraine and US finalize agreement on recovery investment fund
Ukraine and the United States have effectively finalized the Agreement on Establishing the Rules and Conditions of the Ukraine Recovery Investment Fund, also known as the preliminary resource agreement with the U.S., Ukrainian Prime Minister Denys Shmyhal said on Feb. 26 in a national television broadcast.
"We are not considering signing any agreements without security guarantees. And, of course, after two weeks of intensive negotiations between the U.S. and Ukrainian governments on our economic cooperation agreement, we have essentially finalized the document," Shmyhal said.
According to Shmyhal, the document is officially titled the Agreement on Establishing the Rules and Conditions of the Ukraine Recovery Investment Fund and serves as a preliminary agreement with legal standing. The agreement outlines the eventual creation of the fund, which will be jointly managed and funded by both Ukraine and the United States on an equal basis.
Shmyhal also noted that the agreement includes several other provisions and is "directly linked to security guarantees."
Earlier, U.S. President Donald Trump and several Western media outlets, citing their own sources, reported that Ukraine and the U.S. were close to signing a declarative agreement on rare earth metals and other natural resources in Ukraine.
That agreement could be signed in Washington on Feb. 28 during a possible, though still unconfirmed, visit by Ukrainian President Volodymyr Zelenskyy to the White House.
Reports indicated that certain provisions deemed unacceptable to Ukraine, which were initially pushed by the Trump administration, were removed from the draft agreement. However, according to preliminary information, security guarantees were not included in the final version.
