Russian Ministry of Emergency Situations
The Perm refinery, Russia’s seventh-largest by
oil-processing volume, halted operations after the most
recent attack by Ukrainian drones, Reuters
reported on Sept. 25, citing two industry sources.
The strike caused a fire and damaged pipelines, storage tanks, and processing units, according to the report.
The refinery, located 1,460 kilometers northeast of Moscow, processed about 12.6 million metric tons of oil in 2024, equivalent to 252,000 barrels per day.
It produced 2 million metric tons of gasoline, 5.3 million metric tons of diesel fuel, 200,000 metric tons of fuel oil and 700,000 metric tons of petroleum coke.
Telegram channels initially reported that a large fire had broken out overnight in Perm after a drone struck the refinery. Ukraine’s General Staff later confirmed that the country’s defense forces had hit the facility.
The refinery was previously attacked on Aug. 21. Overall,
attacks by Ukraine’s defense forces on Russian oil refineries have knocked out
more than 45% of Russia’s total refining capacity, according to Ukraine’s
General Staff.
