Ukraine should receive a reparations loan backed by Russia’s frozen assets — von der Leyen

frozen Russian assets and repaid only if Russia pays reparations. She made the
remarks before a meeting of the European Commission’s College of Commissioners
in a joint appearance with NATO Secretary General Mark Rutte, Interfax-Ukraine
reported on Sept. 30.
