Moscow gas stations limit sales amid Ukrainian refinery strikes

Gas stations in Moscow have begun limiting fuel sales, following similar restrictions in Russia-occupied Luhansk Oblast and Crimea, amid intensified Ukrainian strikes on Russian oil infrastructure, Russian outlet Vazhnye Novosti reported.

The ORTK gas station network announced limits on fuel sales per customer. Under the notice, starting on May 30, one customer can buy no more than 60 liters of gasoline and 100 liters of diesel fuel.

“The restrictions apply across the entire network and are temporary,” ORTK representatives told Ostorozhno, Moskva.

Lukoil gas stations are selling no more than 100 liters of gasoline per person, Russian media reported. Gazprom stations have stopped selling more than 100–150 liters of any fuel.

Representatives of Tatneft and Rosneft said the companies had not introduced restrictions, but limits could appear at individual stations.

Rosneft gas stations in Belgorod and Kursk Oblasts stopped selling AI-92 gasoline in canisters, reports said on June 2. In Belgorod, drivers are being refused full-tank refueling, while in Kursk purchases have been limited to 20 liters per vehicle.

Russian occupation authorities in Luhansk Oblast also limited fuel sales at gas stations to 20 liters per person.

The fuel purchase limits were allegedly introduced because of a sharp increase in demand that “could cause a shortage” amid logistics problems. The restrictions apply to A-92 and A-95 gasoline and diesel fuel.

Russian occupation authorities in Crimea also introduced fuel sales limits in late May, restricting purchases to 20 liters per person per day. Reports later appeared online that the peninsula had stopped selling gasoline coupons to individuals.

Ukrainian strikes have hit 15 Russian oil refineries since the start of 2026, President Volodymyr Zelenskyy said on June 1.

Nearly 40% of Russia’s primary oil refining capacity was disabled as of May, Zelenskyy said.

Ukraine’s attacks on Russian refineries forced Moscow to ban aviation fuel exports, while oil refining in Russia fell to its lowest level in 16 years, Bloomberg reported.
