Inspections were conducted in Vinnytsia, Dnipropetrovsk, Zhytomyr, Ivano-Frankivsk, Kirovohrad, and Odesa oblasts. According to the results, every municipality has failed to distribute supply restrictions in a uniform and equitable manner.
Specifically, SESI found that some consumers encountered significantly fewer power cuts than others.
The report added that the most violations were found in Dnipropetrovsk and Zhytomyr oblasts, with officials in Zhytomyr Oblasts going as far as denying SESI access to power grid control nodes.
Additionally, in Dnipro, Kamianske, and Kryvyi Rih, the approved schedules for hourly power outages were not being fully implemented.
“Regarding the situation in Zhytomyr Oblast, numerous instances of non-compliance with Ukrenergo [national power grid operator] commands to implement hourly outage schedules were recorded,” SESI said.
“On several occasions, the dispatchers at substations did not disconnect the circuits [they were supposed to disconnect].”
Furthermore, the report states that inaccurate data were entered into the operational logs at substations in Zhytomyr Oblast. SESI asserts that these violations have led to the "systematic non-participation of the regional center and other cities in the region in implementing [national] outage schedules."
Starting July 22, SESI will audit the situation in Kyiv, Poltava, Lviv, Zakarpattya, and Zaporizhzhya oblasts.
