The case concerns subversive activities and preparations for acts of sabotage.
Investigation showed that in late March 2025, Danylo B., Vladyslav T., and Yevhen B. — who is being prosecuted separately — sent two parcels from Cologne to Ukraine containing activated GPS trackers.
Prosecutors said the operation was ordered by Russian intelligence through intermediaries in Mariupol.
The purpose of the operation, according to the indictment, was to collect data on delivery routes and transport procedures. The next stage was to involve sending parcels equipped with incendiary devices. Case materials indicated that these parcels were intended to be set on fire in Germany or at other points along the route to Ukrainian-controlled territory.
Danylo B. and Vladyslav T. were arrested on May 9 and 10, 2025, and have remained in custody since then. On Dec. 23, 2025, prosecutors submitted the indictment against them to the State Security Senate of the Stuttgart Higher Regional Court.
Yevhen B. was arrested in Switzerland on May 13, 2025, and extradited to Germany on Dec. 23, 2025. He is also expected to face formal charges.
On Jan. 3, German authorities also detained Ruslan Demchak, a former member of Ukraine’s parliament from the eighth convocation.
