EU prepares 'Plan B' as Hungary threatens to block sanctions extension against Russia

Legal experts in Brussels have started working on an alternative legal path to sidestep a potential Hungarian veto, seeking a mechanism to keep sanctions in place without requiring formal renewal — thus avoiding Hungary’s ability to “blackmail” the rest of the EU.
The idea reportedly emerged during negotiations ahead of the March sanctions extension, though concerns remained over how legally “bulletproof” this workaround might be.
Journalist also noted that the European Commission may propose additional sanctions in the coming weeks, constituting the 17th package since Russia launched its full-scale invasion of Ukraine.
Another option under discussion involves applying high tariffs on Russian imports in relevant sectors — a measure that does not require Hungary’s approval. However, this will not serve as a full substitute for traditional sanctions, particularly those targeting exports.
On March 24, it was reported that Hungary included a leaflet filled with misleading and false information in its public opinion survey on Ukraine’s EU accession.
On March 18, it was announced that Hungary will hold a national consultation regarding support for Ukraine’s bid to join the European Union — a poll initiated by Prime Minister Viktor Orbán. Voting is expected to conclude before the summer.
Ukrainian President Volodymyr Zelenskyy has repeatedly called Hungary the only country actively obstructing Ukraine’s EU membership.
On March 6, Prime Minister Orbán blocked an EU communiqué reaffirming the bloc’s commitment to supporting Ukraine’s independence, sovereignty, and territorial integrity within its internationally recognized borders.
