According to the source, the Ukrainians staying behind include:
- Kyrylo Budanov, head of the President’s Office;
- David Arakhamia, leader of the ruling Servant of the People party;
- Rustem Umerov, secretary of the National Security and Defense Council;
- Sergiy Kyslytsya, first deputy head of the President’s Office;
- Oleksandr Bevz, presidential adviser;
- Gen. Andriy Hnatov, chief of Ukraine’s General Staff.
European officials will also attend, the source said. The remainder of the delegation, led by President Volodymyr Zelenskyy, is currently en route to Cyprus.
Zelenskyy later told reporters that Ukraine’s team would stay in Paris for “additional meetings and negotiations.”
The president added that the framework for a postwar security architecture is already in place. He said Western partners have the leverage to pressure Russia into ending the Russo–Ukrainian war.
During the Jan. 6 Coalition of the Willing summit in Paris, Ukraine, France, and the UK signed declaration of intent on the post-war development of a Franco-British force on Ukrainian soil, serving as a deterrent against further Russian aggression.
