Budanov addressed whether Moscow views the proposed U.S. peace plan as a central component of trilateral negotiations. While declining to speak for the Kremlin, Budanov noted a shift in the Russian delegation's assessment.
"The Russian negotiating team realizes that it will be forced to agree to security guarantees for Ukraine from the United States, whether they like it or not," he said.
Despite this tactical realization, he warned that the Kremlin's fundamental objectives remain unchanged. He stressed that Moscow still seeks control over all of Ukraine rather than specific oblasts.
"It is naive to believe that Moscow, having seized some territories without a fight, will abandon its expansionist ambitions," Budanov said, identifying the Ukrainian military as the only practical deterrent.
