Russian forces destroyed an infrastructure object in Konotop (Sumy Oblast) with a ballistic missile strike, city mayor Artem Semenikhin reported on Feb. 15.
He confirmed the strike caused a city-wide blackout but reported no casualties.
The attack unfolded rapidly: while the Air Force warned of a ballistic threat from the north at 7:13 p.m., Semenikhin noted the explosion occurred just minutes later — before the local air raid alert could be fully activated.
Sumy Oblast governor Oleh Hryhorov added that the strike also damaged private homes in the nearby Popivka municipality. Preliminary reports indicate no injuries there.
