“Overall, 95% of Kupyansk has been destroyed or damaged. We are holding on,” Besiedin said.
“There is electricity where it’s possible to provide it, and there is gas supply. Unfortunately, a guided aerial bomb strike damaged the water pipeline.”
Repairs require heavy specialized equipment, but this is currently impossible due to the security situation.
“We are waiting for a safer time to carry out these repairs,” he added.
“Once possible, we will quickly restore everything and normalize water supply. For now, Kupyansk is without water supply, but restoration efforts for water, electricity, and gas are ongoing.”
Besiedin noted that Russian fiber-optic-guided FPV drones patrol roadsides, targeting any vehicle that appears, making repair operations unfeasible at present.
On June 10, Kharkiv Oblast Military Administration head Oleh Synehubov reported that the evacuation zone for civilians in the Kupyansk district was expanded due to the deteriorating security situation.
On May 24, Besiedin had stated that 90% of Kupyansk was already destroyed, describing the situation in the municipality as “not just difficult, but critical,” due to Russian attacks with guided aerial bombs, artillery, multiple rocket launchers, and fiber-optic FPV drones.
