He detailed them at a press-conference, wrapping up the Brussels Summit.
"The first one is a commitment by European leaders to cover Ukraine’s financial shortfalls over the next two years," Costa said.
“We asked the Commission to propose options as soon as possible so that Ukraine has the resources needed to continue self-defence and to fight for a just and durable peace in 2026 and 2027, if necessary.”
The second agreement, Costa said, is the adoption of the EU’s 19th sanctions package, which “will increase pressure on Russia and further damage its war machine.”
The president of the European Council added that member states agreed to step up measures and coordinate efforts to tackle Russia’s shadow fleet — that is the third agreement.
“To sum up, we continue to use all the tools at our disposal to put Ukraine in a strong position if and when negotiations with (Russian dictator Vladimir — ed.) Putin begin. We hope that moment will come soon, but whatever happens, our message is clear: Europe will not let Ukraine down,” he stressed.
At the same time, European Commission President Ursula von der Leyen said leaders had a “good discussion” about a reparations loan that could be financed from frozen Russian assets.
“There are potentially other options than using immobilized assets. So there is a clear commitment from the European Council to cover Ukraine’s financial needs over the next two years, including defence and security needs," she explained.
"The focus is on immobilized assets, and different options are being considered.”
Bloomberg earlier reported, citing informed sources, that EU members postponed until Dec. 2025 a decision on whether to use frozen reserves of Russia’s central bank to support Ukraine.
On Oct. 23, the EU finalized a new sanctions package targeting Russian energy infrastructure that includes a ban on imports of Russian liquefied natural gas from 2027.
